4.4 prerelease pkg update errors and warnings warnings
running pkg update on a fresh 4.3.90 windows zipfile after a pkg rebuild:

dicom-0.2.1.tar.gz and netcdf-1.0.12.tar.gz left in working folder.
pkg list shows dicom was updated to 0.2.1, netcdf still at 1.0.11
a second pkg update hits the same netcdf error
a 'pkg install netcdf-1.0.12.tar.gz' produces the same error.

I've fixed this on the stable branch for Octave 4.4. Thank you for
noticing this before the release!
