Problem to install functions from signal-1.4.0.tar.gz

Hello,I am beginner for Octave. I use Win7.I am trying the resample.m
function and I received:>>
addpath("C:/Users/mrixain/Desktop/octave-4.2.1-w64/octave-4.2.1/share/octave/packages/signal-1.3.2")>>
resample(rand(1,8),2,4)warning: the 'upfirdn' function belongs to the signal

      So, each morning, I must type pkg load signal...algebra...
      I don't find neither pwelch.m nor psd. So, for signal processing, they
are missing.
      Maybe, I didn't search at good library. How know?

Well, you can spend one morning reading the manual [1] and then modify
your octaverc to load the packages that you always use
