I thinks that error message above absolutely points your problem.

Seeing configure output, you use gfortran in GCC-6.3.0 as GNU Fortran 77 compiler 
but it seems that your gfortran is not contemptible with the blas library that you prepared.

Perhaps the blas-library is prepared with compiler that is not compatible gfortran on gcc-6.3.0.

If possible, can you upload config.log (Of course, It is better to be compressed) to Nabble.
config.log give us more information.

Another question,
Why  do you add
export FFLAGS='-ff2c' ?


I have some experience build octave from source on ubuntu.
FFLAGS='-ff2c' has been never used using gfortran for my case.

How about config.log? Did you see it?
config.log exists in your build directory

on directory /work/logiciels/rh7/octave/4.2.0/lib/octave
