octave 4.2 - "pkg load all" no longer working?

Is this a bug or a feature?
It is a "feature", at least intended to happen this way [1]. AFAIK, there is no replacement for this, the release notes [2] provide no information about this change.

There is an entry on the Octave FAQ about it.  How to install or load
all Octave packages [1].
