statictics package

All,

I've made some changes to the statistics package and went through the bugs
that were obvious fixed (to me) or had patches.

That leaves a number of bugs still pending, some of them being matlab
incompatibilities, some feature requests/missing features and some are bugs
that are beyond my  non mathematical abilities :)

These include:

51928 53512 48774 52115 51879 50365 50286 50169 49961
48690 48472 48146 47871 47369 46764 45894 45877 45193
45006 44130 43721 42079 41778 36646 34363 34362


As is from the repo, in windows and Linux using octave 4.4 and running the
built in tests I get:


PASS 2413
FAIL 0
XFAIL (reported bug) 4

Even though there are still a number of bugs, since the package hasn't been
released for a while (later 2016) and the new package includes the
statistical functions moved out octave 4.4, is anyone against a new release
if I prepare it?

HI John,

Excellent work, I suggest you go ahead before more people hit the
missing functions.
We can work the rest of the bugs over time.

One thing left to do before release is update the INDEX file with whatever functions get installed
