Please, see also : RegGetValueW requires at least Windows XP 64 bit or Windows Vista.
FWIW, it looks like this function is used by LLVM. So renaming C:\Octave\Octave-5.1.0\mingw64\bin\opengl32.dll might help if you are using a decent graphics card with sufficiently new drivers.
