octave forge updates

It seems like no one is maintaining octave forge.
I have asked for help doing a release of the control pkg
and I have not had a reply.

As far as I know, the current (only) OF admin is Oliver Heimlich.

Since non-administrators are allowed to help, here the problems I
noticed:

- Is there a reason to leave out version number 3.1.1?

- There is a warning on an unused variable 'meth_b' in line 74, column
  14 of file 'sl_ib01ad.cc'.

- generate_package_html doesn't succeed due to a missing '@end
  deftypefn' somewhere (?)

- In the INDEX file, the new functions 'display' and 'ss2ss' should be
  listed together with their classes, e.g '@ss/ss2ss'.

No, it's only assigned to (lines 102, 106, and 110), but the value is
never used.

The function file @ss/ss2ss.m has two @deftypefn and no @end deftypefn.
