I'm relatively new in octave (running in windows). I want to install the
tisean package and get the following errors:
collect2.exe: error: ld returned 1 exit status
make: *** [Makefile:76: __surrogates__.oct] Error 1
make: Entering directory
cd source_f/slatec && make
pkg: error running `make' for the tisean package.
error: called from
configure_make at line 99 column 9
install at line 184 column 7
pkg at line 441 column 9
I have tried installing it online and by downloading the package to my hdd
and get the same errors.
Any help is welcome!

Did it have any error displayed when trying to load it?
There is a patch to get it to build in windows, reported here  and is efefctivly what is used for the package in the windows installer.
To use it, you would need to untar the package, apply the patch, tar it back up and then install using the modified tarball. Its far easier to use the preinstalled package if possible.
